Family Sharing Cannot Complete Action

I've tried with all my devices and the newest updates to set up a family, I have an iCloud 200Gb plan, so it shouldn't be an issue, but when I click "set up family" it's not working, instead, I get "This action cannot be completed at this time."


I've tried with my iMac, MacBook, iPad, and iPhone, and everywhere the same message, even though they're all 2023 bought, so it shouldn't be an update error. My husband can access the "set up family" function with his iPhone, but when I get the invite, it just says the same thing.


how to fix this?


and a bonus question: We have Philips Hue lights at home and a Sonos+alexa system, but I can't connect them to my home app without HomePod/Apple TV, but there should be an option to link them all through iPad somehow?
