The iPhone X supports all iOS versions through iOS 16. Your post indicates that you have an iPhone X with iOS 14. Updating to iOS 16 may allow you to download the app you are interested in. But iOS 17 is the latest version of iOS and if the app requires that version you will not be able to use that app on your iPhone.
