out of nowhere, my toolbar is tiny, and when i turn up my display brightness the symbol is all the way at the bottom of the screen. its more zoomed out now, on messages and settings etc, the default windows are smaller.

Unless you can say more— I do not see the issue in your screen shots...
Have you tried shutting down and restarting the Mac.
Maybe if you annotate the above images highlighting / pointing to your concern would help.

The size of your menu bar looks like the default size. If you want to make it bigger, then use the setting at Settings > Display. If you are talking about the Toolbar in Chrome, then specify or check settings there.
