I got a new phone and reset my old phone to sell it. Everyone is asking what the battery health is and I have no idea. Can I check this without setting up the phone?

No.
Go through a very simple set up on the phone.....you don't have to set up an Apple ID, etc. Once you have checked the Battery Health settings, reset/erase the phone again.
Settings > Battery > Battery Health & Charging
