Recover unsynched iCloud notes

Is there a way or program or app or whatever that can recover notes. iCloud was bugging me about running out of space and I unsynched my Notes, not realizing that all the notes I had were on the cloud and not my desktop as I thought.

I unfortunately had iCloud backup turned off. But I do have Time Machine back ups, I just can't seem to find the Notes there but I find other iCloud stuff there.

Please help!
