Activation locked

The only way to open an Activation Locked iPhone is to enter the Apple ID and Password used to set the phone up. Did you buy a used iPhone which is activation locked? If you did, either get the person you bought it from to unlock the phone OR return it for refund. If you can't get them to do either, you've wasted your money as the phone is unusable. Apple won't unlock an Activation Locked phone unless you are the original buyer and you can present the original purchase receipt which clearly shows the phone's serial number on it.
