There is no Setting in Safari that would make a difference with battery draining. Battery drain will occur anytime there is network activity and watching movies or playing online games increase this usage due to the increase in processor power.

There might be something on Safari that is causing it to use data in the background causing it to use more battery than the other ones. I would suggest force closing Safari on that iPad then so it will not continue to use background when you're not using it. If you're using it, then maybe a tab or something you have open or something different you are doing on Safari that you aren't doing on the other iPads is what is causing your issue.

Then the battery drain you are experiencing from Safari is simply from the power required to transmit and receive data from your WiFi network.

You use Safari more on that iPad than it is being used on the others. Tap on Show Activity in the Battery Settings to see how much time is spent on Safari with the devices.
