I have an iPhone 11 at iOS 14.7.1 and I want to update it to the latest version that I can. However only iOS 17 is available

My iPhone 11 is at iOS 14.7.1 and I want to update to the latest version, but I waited too long to update so now only iOS 17 is available but my phone isn’t eligible for iOS 17 therefore my phone is stuck at 14.7.1 and won’t let me download any apps nor update apps. Any way on how to get the latest version installed?
