Airpods Not audible if not on a high volume

My airpods have never had an issue and I use them almost everyday, recently ive noticed that my airpods are not putting out audio unless i have the volume halfway to max volume on my phone. I tried resetting and disconnecting and reconnecting but they still continue to only work halfway or max. I cleaned them and it also hasnt helped. I dont wanna have to have my volume halfway or all the way up to be anle to hear at all, so any suggestions would be helpful.
