iCloud Photos

I had old photos on iPhone 7 and had turned off backup. I hit download and keep originals and while downloading it synced to iCloud on the new iPhone 11 and my old photos from iPhone 7 were deleted and synced to iPhone 11. How can I retrieve my deleted old photos from iPhone 7?
