Ipad 2 has blue boxes moving on home screen.

ontop of the screen it says to triple click the home button to turn of switch control but it does nothing when i triple click it. i cant seem to use the screen as these boxes keep appearing. These boxes flow across the home screen. And the screen is fully unresponsive...
