Can I send money to a person through Apple Pay?

Using Apple Cash you can as long as they have Apple Cash also. This is done through Messages. Make sure you know the person you are sending money to as this is a person to person transaction. You do not dispute those payments and if you want your money back, you would need to ask them for it back.

Apple Pay is just the platform for purchases with your Credit/Debit card that is done without sending the retailer you actual card numbers, and is much more secure. The payment method is still the Credit or Debit card that you are using, it is just being sent securely. Since you are not able to send money to a person using your Debit/Credit card, you can not do it with the Apple Pay platform either.
