So I found an old iPod inside and it stays boot looping, I even tried to text apple support but they didn't fix the problem and when I try to put it in recovery mode it still won't recover because apple shutdown iPod update servers.

You can use iTunes.
I used iTunes for restore operating system the iPod mini 1st gen.
But your iPod cannot restore operating system and boot loop probably the hard disk dead or battery cannot enough power to hard disk(replace battery).
That iPod it’s obsolete Apple no longer supported there is nothing that you can do just save it as antique device

but i also used itunes and it said that the update servers could not be contacted
