Changing Privacy and Security settings

I have a problem with Privacy and Security settings in Ventura 13.6.6. Some applications request (e.g.) Full Disk Access, and others changes to Files and Folders in Security Settings/Privacy and Security. However, when I proceed either independently or following the OS prompts, changes do not "stick". The Full Disk Access panel, for example, is empty and remains so, and clicking on the "+"button shows a set of applications to choose from, but if selected, an application still does not appear in the FDA list, which remains empty.

In the case of Files and Folders, and Media, an error message appears:


which doesn't help (me).


Previous posts seem to have a problem with too many applications populating the lists, but I can't get anything to respond as I think I need.

If all else fails give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.


NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following; 

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts 

• Deletes font caches, kernel cache, and other system cache files


NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.

Thanks, Old Toad and Randall_2023. Your advice has seemingly worked ... I rebooted my machine into Save Mode, opened System Settings and looked at Privacy and Security and there was a window populated with applications - which seems to me to be what I should see.

I rebooted again into normal use, and the Privacy and Security windows are still populated. So it seems like a glitch or a gremlin.


It seems obvious to use Recovery to replace the OS ( which is 13.6.6) but unfortunately my Recovery refuses to reload Ventura, stopping at the choice of HD with the statement that the Volume cannot be downgraded. This is a situation I have encountered before and I have no explanation for it.


I should consider upgrading to Sonoma.

Glad to hear that. Can't recommend upgrading to Sonoma as I've not got a Mac that will support it and won't recommend anything I haven't tried yet.


If you do upgrade make sure you do not have any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac. They are totally unnecessary and detrimental to system and application performance.
