How to unlock SIM on iPhone bought from USA in Uganda?

I bought my iPhone got my iPhone from USA and I am a in Uganda, but I realized it hard a sim lock, so I approached the technician and paid for sim lock but when unlocking it brings the old icloud

Sounds like it also has Activation Lock. You will not be able to use the device unless you can provide the original owners Apple ID and Password. If you are the original owner, you will need to gain access to your previous iCloud account.

You really should have gone to the original carrier in the US and requested they unlock the phone before going to a different country. Apple cannot unlock that iPhone. Another carrier cannot unlock it. Only the originally carrier can unlock it. Can you contact the carrier in the US who locked that iPhone?
