Unable to upgrade iCloud storage

I have been trying to upgrade my iCloud storage, but every time it says "Account Not in This Store. Your account is not valid in the Indian store. You must switch to the Emirati store before purchasing." I don't understand why it keeps saying that. I have checked my account settings many times, and it is set in UAE/Emirati store.

I anyways tried to click the button "Change store" which opens the App Store, and then another message would pop up saying "Cannot connect to App Store" but I can clearly see the App Store working fine and connected to WiFi. I don't understand what the issue is. If someone has any idea how to fix this I would appreciate it.
