I tried installing a new application on the iPhone but I need to verify account but also update payment method.
However, I have the message that the payment method was declined.
My payment card looks like is valid.

Try adding a different payment method, then removing the desired (current) one, then re-adding it.
If your payment method is declined in the App Store or iTunes Store - Apple Support
If you need to change or update your Apple ID payment method - Apple Support
