I had a payment on my phone bill, but when the debt appeared, I couldn't download the applications. What should I do to make Apple write off the debt and allow it to use the App Store normally? Help please

My understanding is that current US banking regulations are prohibiting US companies from doing business in Russia. Again, my understanding is the current world political situation is preventing many western companies from engaging with Russia. Sorry, that’s all I can determine.
I don’t have the answer to that. I’d contact Apple support and ask they’re thoughts.
