target is having a promo on the ipad. if i buy it from there can i purchase apple care later as target doesnt seem to be offering it. they offer something called allstate

To clarify, an AppleCare+ plan does not have to be purchased with the device - but can be added post device-purchase.
AppleCare+ is available for purchase from Apple within 60-days of initial device purchase/activation. Eligibility to purchase can usually be established from iPad Settings; you should see the AppleCare option visible in iPad settings - this usually appearing just below your Name / AppleID.
If not seen, you may see the option to purchase AppleCare here:
Settings > General > About > Coverage
You can also purchase AppleCare for eligible devices directly from Apple’s website:
