icloud bookmark sync on PC seems to be a one-time share, and not a true "sync", correct?

icloud bookmark sync on PC seems to be a one-time share, and not a true continuous "sync" or synchronization, correct? If that's the case, why is it called "sync"? It gives the impression that my bookmarks will then be continuously synced between browsers and then leads to confusion and disorganization.
