Reporting not available when trying to report app
I wanted to report an app on the App Store for being non-functional (quality issue), but reporting isn't available for that app.

I assume you have already downloaded it with the same Apple ID that you are using in the App Store to report it. You can also go to this site to report a problem. While the instructions are for requesting a refund, there are other options you can select such as "Report a Quality Issue".
