How do I add a color palate to the toolbar in Pages...and how can I update Pages? I don't know what version I have.

If you are on an iPad 2 and still running iOS 8, there is no update for Pages. You would need to be running iOS 16 on an iPad 5, or iPadOS 17.4.1 on an iPad 6th gen or later.
