Can't Download Full Resolution Videos From ICloud

So normally, I am able to download full res(1080p) videos from icloud and upload them to my windows laptop. I click on more download options and choose the "unmodified download" and the MOV files download to my laptop. In the past week, when I select those same options, it only downloads an MP4 file at 720p. The videos on my iphone are still 1080p, so I'm not sure why icloud won't let me download the full res videos. Is it still possible to download the full res videos? Or did something change?
