Updating an iPhone:

It has downloaded, but just not yes installed. So, try updating your iPhone using a computer. If WiFi is giving you issues, then try using Ethernet. See my User Tip: Update your iPhone Using a Computer - User Tip

It would be very helpful to know what the error message was.
