How to Unlock a Locked iPhone:

If you are locked out, then contact Apple Support. This is a theft deterrent. Ever had a locked iPhone?

Take it to the local Apple Store. They'll unlock it, given you have a proof of purchase. That; what service I had, and they unlock it.
