Do I put the SIM card from my old phone into my new phone before I start transferring data?

I have an iphone 6 and want to transfer all data including photos to my new iphone 12. Do I put the SIM card from my old phone into my new phone before I start transferring data?

I have followed the steps about Quick Start but nothing happens. Is this because of the SIM?
