Why does connecting my iPhone drain the MagSafe charger?

if I charged my MagSafe battery pack full if I connect it with my phone it will drain my charger and if I unplugged it from the MagSafe battery pack for 10 minutes when I plugged it again it will not connect to my phone like it is not working until I plugged
