Object Placement No Longer Works

I have been working on a book in Pages 14.0 on an iMac running Sonoma 14.4.1. I have been using paragraph styles for weeks without any problems. All of a sudden, object placement no longer allows "move with text" (it is greyed out and nothing I have done makes it available). The problem occurs when I attempt to add jpeg photos into the text. Any suggestions?
