What would it cost to have Apple unlock my MacBook Air and reinstall macOS

What would it cost to have Apple unlock my laptop and reinstall the latest OS and purchase a power supply. I have forgotten my recovery and login passwords? Also how long would this take you think? Just ballpark.

That depends on what you mean. Account recovery could take weeks. Everything else you can do yourself.
