Itune gift cards issues

I purchase 2 Itune gift cards of $500 each from a store in Sydney.

The inserted cards do not match the outer card and the code was partly scratched off leaving the card Useless and I lost $1000.

I believe Apple accountable for it as nobody can see the code thatshidden inside before unless you open the card.

I'm after a refund as I bue e Apple is responsible if theirlroducts. I can't see what's inside until I pay the cards and activate them but the codes were partially scratched and I certainly did not scratching them. Case ID was from US customer service.
