Is this normal amount of storage being used up by iOS and System Data on iPhonr 6s?

I have an iPhomr 6S with 32GB space, but more than 1/2 of it is being used up by the iOS and Storage Data. Is this normal?! I don’t have that many apps and only have 3GB data used by photos, yet my phone says it’s in “low data mode”.

If this is “normal”, I don’t understand why Apple sells the phones saying it has 32GB space because you don’t really have that to use or work with! It should only reflect the actual “free space”, not already used space.
