I can't access my account in ITunes - it is asking for a touch ID I don't have one it doesn't ask for a PW

I don't use a touch ID but it is asking for one. It doesn't ask for a PW. I went into settings and touch ID is not set-up - all the buttons are switched off. I downloaded Royal Match to my phone - it was supposed to be free, but i got a quick message the i was charged. I wanted to check my account to see if a charge occurred and no I can't get in
