Because Apple released their virtual card number feature I decided to use my virtual card for my stripe express payouts. Apple marks the payout as a refund but, it was denied, it has a cross out over the number. How do I get this payout / refund approved?

A refund is different from a deposit. Stripe support can tell you, but a refund generally needs to go back on the card/account that originally paid for the transaction. Refunds have a transaction number and when it does not match up with a purchase/transaction it may be rejected.
When I deposit funds in Apple Cash, it displays as <Added to Balance >. It may be Green Dot Bank is stricter on KYC banking regulations.
Why is stripe calling it a refund?
There is internal coding that stripe is using that signifies what the transaction is. The code they are using shows a refund. You’ll need to work with Stripe and Green Dot Bank to resolve the issue.
