Sounds like you have a pending payment. You need to pay the pending amount first to unlock the App/iTunes Stores, then you can request a refund (if applicable).
If instead you see a message that your iTunes account's been locked, you'll need to contact Apple Support for help.
If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support
