I am trying to download virtual machine so i can use other operating system

Apple Silicon Macs (M1, M2, M3, M4) only support compatible ARM architecture guests in those Virtual Machines that can run on Apple Silicon Macs. That means the paid Parallel's Desktop 19.3.1, the free VMware client (if Qualcomm still allows free for personal usage), or UTM. Oracle's free VirtualBox still does not support Apple Silicon Macs.


If you are on an Intel architecture Mac, it needs to be an operating system still supported by the aforementioned VM vendors, and you cannot run an ARM architecture guest. You will also need the appropriate resources (lots of RAM, fast storage, and GPU support) to run that guest operating system.


Microsoft's Windows 11 license is platform agnostic meaning it can be used on either architecture VM guest.

That's an Apple silicon model, which means you can be running Parallels and the Arm version of whatever operating system you're planning to boot here (Microsoft Windows for Arm, or the Fedora Asahi remix, or otherwise), or running UTM and an Intel version of some operating system with both virtualization and emulation.


There can be other options too, depending on the goals here.
