Whenever I open the telegram app on my iPad and try to open a chat in it by clicking on it, or even let’s see scrolling down the list of chats..the app freezes and doesn’t do anything. What is the solution for it ¿

You will need to check for Telegram support. Any issue with the app will need to be fixed by them and they are the only ones that can update the app if necessary to work correctly on your iPad. All you can do is force close the app and restart your iPad to give it a fresh start. Other than that, it will need to be resolved by them.
