iMessage on iPad has been stuck like this since last evening after i turned it off.
I did that so i could reset it since it wasn't sending or receiving texts. The device is an ipad pro 11inch 2020

Force reset your iPad to get back to normal operation.

Maybe you haven't set up the iPad for messaging.

The iPad can only send iMessages through the Wi-Fi connection. It can not send SMS/MMS messages because this a cellular function.
However the iPad can use your iPhone to forward SMS/MMS messages through you iPhone.
