Why is my iPhone storage full when I have 2TB iCloud storage?

You can buy all the iCloud storage you want, but it will NEVER make your iPhone have more memory. iCloud Storage just lets you sync more data with the cloud. It does NOT make more space on your iPhone. If your iPhone is out of memory, the only way to get memory back is to delete things you don't need or use, such as Photos, Music, Apps, Files, Messages, Email, etc.
