I am looking to buy an older MacBook for testing an application on Safari. What is the oldest model/version of MacBook along with the OS that I can buy that will allow me to install the latest safari browser for testing the application. I should also be able to install safari developer console/tool on it.

MacBook Pro (2017 – 2020)
If you plan to develop for Safari then don't bother with anything older than its very latest release, and preferably Safari Technology Preview. It will require macOS 13 Ventura or later which means 2017 or later for the MacBook (or MacBook Pro).

A MacBook pro 2016 with Monterey can run the latest safari
An early 2016 model running Monterey(early 2015 if you include the MacBook Air or Pro).

Safari 17.5, the latest version, requires Sonoma.
Just to add, there are versions of Safari 17.5 in testing for Monterey and Ventura. When they may be released I don't know.
