Persistant iCloud Notification

On my dock, I have System Settings, and there is a persistent notification about upgrading/clearing my iCloud storage. When opening the app and pressing on the notification, it acts as if it is going to open, darkens the background then lightens it again as shown in the video. This is only on my mac as I can't see the notification on my iPhone. When checking my iCloud storage, I have almost 25GB of free space. I don't think it should be sending me a warning about that. Any help is appreciated.
