How to enable microphone and camera settings on YouTube

YouTube needs me to turn on my microphone and video so I can post stuff on my channel but there is no option that says microphone or video or like camera so like whenever I go into settings it says like that is related to the microphone and the camera so whenever I try to upload a video it says allow the video to be able to turn on your camera and your sound and there’s no option so how do I fix that?
