Apple Watch Series 8 - Unlock with iPhone

I have an Apple Watch Series 8 45mm paired with an iPhone 13 running iOS 17.4.1. I am unable to toggle the Unlock with iPhone option ON for my watch. It prompts me to enter the passcode on the watch, but it does not enable the feature. Restarting the watch and iPhone does not resolve the issue.
