Why is my card not accepted by app on Apple Pay?
why won't they let me pay for certain applications with the card, I would like you to solve the problem as soon as possible

Apple Pay is separate from Apple ID payment methods. They might use the same card, if supported for both.
The former is used for paying in shops; select brick-and-mortar shops as well as select online shops [e.g. physical objects].
The latter is used for e.g. paying in-app purchasable digital goods and services (when processed through Apple Financial Services) [e.g. game tokens, a rented movie, a subscription].
Apple Pay requires that the bank of card issuer supports Apple Pay specifically for that type of bank/card account.
