I have an iPhone 15 pro max. whenever start my vehicle the Bluetooth keeps connecting and disconnecting about four times before it stays on. This very frustrating especially when I'm on call.

I can suggest a fix for this issue:
Try plugging your phone into your car via USB-C to USB-C/USB-A (depending on what ports your car has). This should initiate a pop up on your phone and you can connect to Apple CarPlay via a fixed connection to avoid the problem of your connection dropping out.
You can also try forgetting your vehicle and re-pairing it.
