How to get rid of dictionary pop-up window after dictionary supposedly disabled through keyboard shortcuts

I followed the directions on this forum to disable the dictionary, which prevents me from highlighting text and getting anything done. Now instead of getting information I don't want, I get a black box. This is in Chrome, Safari, Firefox, but not Apple News. I imagine the person who came up with this default setting has a car that automatically shifts into PARK every time they touch the steering wheel. Please help me make this go away.
