Unable to create Apple ID for child.

I just purchased a new ipad for my daughter but I am unable to create an Apple ID for her on her tablet. I have added her to family sharing, I have updated the ipad and restarted the tablet. I am able to log on to her account on my macbook air but it keeps failing on the tablet and we get the message, "Cannot create Apple ID- Please verify that you have set up Family Sharing by signing in to iCloud on another device and reviewing the Family section in iCloud Settings." I'm at a loss on what to try next.
