Unlock apple Id

Is there a way to unlock apple id without contacting apple support? I've created apple id for my father and it has got locked for security reasons. I've tried to all solutions in the web to unlock it and was not successful. My last option was to contact apple's support but those guys are impossible to reach. I've really spent an hour or more to figure out how to contact support (even downloaded their support app), but it's just waste of time.

Can anyone help me with unlocking the Apple ID or logging out from invalid Apple ID from iPhone 13 to log in with new account?

The steps I've tried:

• On MacBook entered the iCloud log in page
• Added the apple id
• Then I selected to the "Sign in with PassKey" option
• Next, scanned the QR with my father's device which had locked apple id

The site showed the message "This Apple ID has been locked for security reasons. You must unlock your account before signing in."

• I clicked the Unlock Account button, that led me to the apple's iForgot page
• I've entered the apple ID on the iForgot page and submitted the form
• It showed the message "This Apple ID is not active."
