Hello.
I presume that you can—mind you the iPhone 4s is 13 years old if memory serves and will definitely be obsolete. However, if you are outside the US, you should still be able to cellularly activate it.
In addition, I would suggest creating your Apple ID online at www.appleid.apple.com and then signing in to it on the ancient iPhone 4S.
