AirPods Won't Announce Notifications even though Announce Notifications are on and Focus/Do Not Disturb is Off

I bought a brand new pair of AirPod Pro 2nd Gen at the Apple Store on Tuesday because I lost my old pair, however when I receive text messages and notifications from the apps I have Announce Notifications turned on, Siri doesn't read it to me when my AirPods are in. I've literally tried everything, I've turned my phone on and off again, I've un-paired and paired my AirPods multiple times, I've down the force reset on my phone, I've turned the announce notifications on and off again, I've turned all my Focus and Do Not Disturb to manual instead of automatic. I've reached out to Apple on the chat and over the phone but niether technician was able to figure it out and I'm getting really frustrated with the whole situation, I don't really want to go back to the Apple Store to get it figured out. All I want is for Siri to read my text messages to me when I have my AirPods in, for whatever I can get and receive phone calls with Siri with my AirPods in but not my texts, I can also ask her to call people and text people but I can't get her to read my messages.
