Why can’t 2 adults in Family sharing have their own payment options or both be admins

Both my wife and I travel for work. So we aren’t always around to approve purchases or confirm payment methods.

recently my husband was on a long flight and my daughter needed to purchase an app for school and I needed to purchase an app, but both of us hit ‘you need to confirm your payment method, enter the code sent to the family organiser’. This made our lives quite difficult. Apple needs to fix this and provide some decent functionality to support family sharing without being tied to some simplistic or patriarchal view that there is only one ‘organiser’ in the family. It’s just not the case.

How can we both have separate admin or separate admin permissions for the family sharing group?
